Ok as it stands if the ball goes dead, everyone as to be set, the offence/defence/referee/TJ.
I think they should bin that, as soon as that ball reaches the 20 line and is tapped that player regardless of anything should be deemed to be able to play on, if the defence is offside when they try to affect a tackle then that's a penalty. Any of the offence that was offside at the tap should be deemed offside until the first tackle is made.
