Dont quote me on this, but, I think there is something in place that says something along the lines of that if a referee puts someone on report, as a pose to sending a player off, there is a possibility that the player could be punished (banned) for longer as a pose to being shown a straight red card. I think that is due to the grading of foul play and the punishment they carry.
