You are right about admitting a new club, only when they are ready but your maths for the shortfall is a little slanted.
Although Wigan and Leeds would perhaps suffer the largest shortfall (with these clubs attracting most support), however the avarage SL attendance for 2012 was just over 9500 so the overall loss would be less than you are indicating and for the worst supported clubs thare may actually be a benifit in taking 92k , compared with gate receipts for the "cancelled" game.
The main issue, with fixtures already published, would be the imbalance with "The Magic Weekend" and the knock on effects with this and the nice people from Sky and I pressume that the contract that SL have with Sky is based on a cretain number of teams competing ?
