Not true - there IS a momentum rule:

actually ok
1)accidental offside is still a penalty!
2)accidental offside is normally from a knock on not actually a forward pass |

No, that's a penalty for offside. Deliberate forward pass is an entirely separate act of misconduct, on it's own, in the rulebook. |
