Highly unlikely. After the response we had from them (the government), it's clear they leave all planning applications to local governments and only intervene on 'matters of national importance'.
A 6,000-seater stadium and two shops in York is not that.

It could be a geotextile membrane given they appear to be putting hardcore/6F2 fill over the top of it. In layman's terms it is 'reinforcement' for the ground to improve the ground bearing pressure for a ground-bearing floor slab or possibly to improve the ground bearing for the piling rig, piling mat if the ground is really poor. You mentioned they were piling for the founds, so depending on the state of the ground it could be for either.

I don't think they will call it in but the rest of your statement is highly questionable... it depends whom objects and whom they know!

When I went 2 weeks ago I was informed that there would be piling mats going in.

The only people objecting are some a*se who sells plates and a few Leeds fans who own a hardware store. There's a public majority as well as, obviously, a voting majority (11-4) to the scheme so can't see how anyone would be able to nudge someone into getting it called in.
