Bailey was also cited around 6 times for raising the Knee and managed to escape with just £300 fine, doesnt mean he never did it?

I'm just saying that Fozzy played prop for 15 odd years, if he genuinely led with the elbow regulary, there would be a list of memorable instances, injured players and substantial bans.
I would also suggest that he wouldn't be the extrodinarily popular character amongst teammates and oppostion that he apparently is.
