The major issue that French Rugby League has is that most of it's clubs are based in small towns/villages with small populations, so small that they are really unable to think about Super League rugby or sustaining a professional set up within France itself.

The fact that you suggest this simply shows you don't understand the area or the rugby league community in that part of France.
Rather than saying it is like Castleford branding themselves as Wakefield, it is more like Castleford branding themselves as Leicester.
It's a long way, in the opposite direction to the fan base, in an area already dominated by two other sports and the city itself has expressed no desire to host a ruigby league team.
Would simply kill the club in a second.
There are enough people to support the club in the immediate area. It would be better to encourage them to support their team rather than simply move to an area with more people.
