exept the rule is it is alowed if the player is in tha act of scoring a try which is what the played was doing at the time of "the ball steal" ,,,,,,should have been a drop out under the stick or scrum attacking side feed dependent of where the ball ended up.

I've heard that before but never seen the relevant section of the Laws.
Any proof that is the case? I can't see why it's not a penalty just because he might be about to score. Surely a 2-man ball steal is a 2-man ball steal, regardless.

It's not a rule. They used to consider awarding a penalty try until about 3-4 years ago. Nowadays, it is just a penalty kick.
