I dont think this will affect crusaders at all but could affect other clubs because the rfl would probably throw even more money at them in order to keep them afloat as a counterbalance

But acknowledging this, I will amend my statement to: Noble WAS paid directly by the RFL when at CELTIC Crusaders. Don't know if that's still the case.

Unfortunately it's only word of mouth so I cannot prove it. That does not however, make it any less true. Just unprovable.
