Manchester United RL = Salford + Swinton + Oldham + ....
That is almost a rugby league heartland, not quite because of the decrepit stadium called the Willows, and the lack of dynamic clubs in neighbouring towns and suburbs. But with the new stadium at Barton it could become a heartland -- one that would possibly rival Perpignan in terms of fan attendance in 2015 (15,000 +).
A good modern stadium, with good views of the playing field from every vantage (like KC), good toilets, and good food, can do wonders for a club.
Once you have a good stadium, all you need is a good front office, esp. the marketing manager, and a capable team of youth development officers.

I don't to be honest but i can't imagine a global club like MUFC wouldn't have closed that loophole by now. Even your fanciful little Jackanory's couldn't hope for an MURL to be allowed.

The city of Manchester is known and respected all over the world. Salford isn't. Salford is hardly known in most of Britain, let alone the world.
Incidentally, from personal experience of trying to find it by car for the first time, Featherstone is rarely heard of and its location is almost unknown, among the pedestrian residents of west Yorkshire!

Have you ever tried to find ' Celtic ' or Harlequin ?
How about ' West '
And yes Salford is not as big a place as Manchester but it is a hell of a lot bigger than W1g4n,St helens,Warrington and lots of other places
In fact you should try finding anybody in Toulouse who knows where Toulouse Olympic play , I tried , it was like trying to find anybody in Bridgend that knew there was a RL team playing there
