A potential candidate has been offered the princely sum of £18000 pa to be our full time coach. He obviously turned this offer down.

That number means nothing without context unfortunately.
I wouldn’t be surprised if they’d approached Lovegrove and said something along the lines of “ we know you’ve had your contract paid up by Keighley to the tune of £18k - so we’ll double it and offer £18k as well”
Otherwise it’ll be in the £30k + range as it at least needs to be above national wage for the hours that the head coach will put in

unless that's pro rata,it's below minimum wage.
