I hope all six point recovery plans are not the same as this

Interesting interview with the pundits on the BBC today - Noble asked Green how much of a difference it would make if they got the "4" points back. It just surprised me the way he put the question forward, made it look like 4 points is a realistic target.

Does he know something we don't?

Are there any rules or guidelines on this that could be followed to predict the outcome of the appeal or is it entirely at the discretion of the panel.

They could give us 4 points back, but we would only drop them, knock them on, miss them or give them straight back to the opposition.
