There was no resource for youth development, we also had a chairman who thought success could be maintained by concentrating spending on the first team.
There's no doubting that Noble prefers players he can trust and isn't one to throw too many youngsters in however a youth development structure takes time to build, and from what I've seen the ones at Wigan aren't as good as they are made out to be when they are not playing. See all the other potential Wigan greats over the last few years who their coaches of the time have been slated for not using - it isn't like many of them have gone on to great things after leaving, they were all much of a muchness too.
