As far as I know, they can play as soon as they are registered at Red Hall. If they have a director with a fast car they could get the paperwork to Leeds pretty quickly - maybe even on-line, though I wouldn't be shocked to learn that the RFL haven't even got round to getting any of that new fangled 'FAX' technology in yet..
