I think Toulouse possibly suffers due to it not being a 'touristy' destination.
Though, that said, you'd imagine that if it was basically a business market that the airlines are supposedly serving then there would be little difference between summer flights and and those out of holiday season, yet the flights apparently disappear when the cooler weather hits.
As for Easter, I can remember doing Perpignan for an Easter Sunday or Monday match, flying from LBA into Montpellier iirc [though it might have been Barcelona and it wasn't more expensive than the other occasions to be fair.
