No, the second rows may well look like netball players but they were definitely union teams. The final one to change was actually one of the better known ones like Leicester, or a team of similar standing and it really wasn't all that far back. Though, I confess to consider the eighties to be quite 'recent' and the nineties to be decidedly modern...
