I thought he already had full control of BPA?

I believe he handed over to a group to run even though he was the owner.

He converted the club to a CBS----Community Benefits Society---thought to be the way forward for non-league football, but wasn't successful in this case, he is still being denied council permission to build a stadium for Avenue to progress up the pyramid, but can develope the playing fields for community use, there see the link.
