Not sure that it had or has a lack of support. It does lack people with the ability, willingness and time to drive it, and uncerstandably so as it's a big committment for anybody. But they DO have a "properly-constituted organisation to offer fans a voice and a formal communication channel to the Club", ready and waiting.
But what do you want the club to do about it? Even if it wanted to put in people to run the Trust, that would obviously be as ludicrous as it would be pointless. The club could start up a supporters' club, or something like that, but what do they ever achieve, and anything created by the club itself would hardly be an independent voice, now would it?
Perhaps if the new club had engaged more and better with the Trust then things may have turned out differently? As it is, I'm not really sure at all what the OP's point is.
