I don't think that is an accurate assessment. Sir Keith obviously didn't have the pace of a Slater, but was no slouch and certainly as fast as the likes of Wellens, Spruce or Withers.
If you want a lightning attacking F/B then fair comment, but I watched Mumby's whole career and there were some bloody fast wingers around back in the day, yet it is hard to remember anyone beating Sir Keith with sheer pace. The magic he had - which I have never seen in any other F/B since - was timing, coupled with peerless anticipation. He could read what was happening, weigh it up, work out the speeds and angles and BANG, the guy was down, and that was that.
He was the best defensive f/b there's ever been, and would 100% certainly have been a great in any era.
(Did I mention he could kick goals like a machine too?)
