Seems logical, as they don't own the Bulls, and so couldn't accept any sort of offer at all for the Bulls.

I also will not accept a conditional offer for the Bulls.

Looking at this situation from the outside i get a bad feeling about this and i think the favourite is that its all going to end in tears . the rfl cannot give assurances to any consortium about the bulls super league status as they can only make recommendations to the other clubs who will then decide whether the bulls remain in super league and such as the saints chairman has stated publicly that as much as he likes the bulls he will oppose them remaining in super league under a newco .The lease on odsal is also a major stumbling block imo as the rfl cannot justify giving it away and i cannot for the life in me see asian businessmen burning a million quid to buy it back with conditions . It has of course been in the administrators favour to prolong the admin period now that his wages have been coughed up by other parties , i hope i am wrong but i fear the worst in the next couple of weeks .It might not be the end of the world though for the bulls to liquidate and a new club form to challenge for a championship place as with the bulls supporter base and some quality management a return to the top flight may be only a few years away .

It's been clear for a week that the consortium wanted a guaranteed SL place as part of the deal.

So why didn't the RFL either have a quick meeting with the other 13 clubs, or if there wasn't time, then a video conference, or even phone calls, to get everyone's views and decision?

It seems ridiculous if they are going to turn around now and say 'Oh we can't accept the offer because we can't speak for the other clubs' when it could have all been sorted by now with a bit of effort.

Suspect odsal prt of deal may be a bigger sticking point tbh.

That would be my guess as well

Maybe the RFL are seeking to buy time for a proposal more to their liking to manifest itself? Just a thought to throw into the mix?
