I looked because I thought they were nonsense at first. China ought to be way highest, given the famines in the late fifties and early sixties that directly resulted from the Great Leap Forward. Including those would double China's figure, but presumably they fall under the "incidental" deaths he talks about, i.e. where death is an unintended consequence of action rather than the primary motivation. Bombing campaigns that hit civilians are somewhat conveniently caught out the same way.
They're still guesses though. I seriously doubt they can get the Soviet Union that high without also including the famines that resulted from their policies.
