I'm not sure he has the explosive pace, like Long and Eastmond, to be top drawer. A couple of times he's had his nose in front of everyone only to be caught from behind.

Luke Gale is a prime example of a half who can make huge strides in their development past the age of 23/24. He was let go by Leeds and I think people saw him as pretty average at London and Bradford but at the right club playing under a good coach he's come on ten fold to the point were he's probably the best British halfback knocking about.
