The tackle wasn't malicious (you could see Walmsley was worried he'd hurt Burrow afterwards), but it was clumsy. Bottom line is that you have to avoid contact with the head, and the initial contact was with the head. It was a fair dismissal.
As for PTBs, Walmsley has a really big problem with them. He looks like a man who either isn't sure how to play the ball, or fears he'll drop it every time. The fact that it wasn't a knock-on doesn't mean it was "fine". How many other players do you know at that level who feel the need to think carefully about each step of the process of playing the ball so that it looks like every PTB is being dictated by someone from the sidelines : "Now, Alex, bend your back, then place the ball carefully on the floor, yes, that's right, with the pointy ends at the sides, now put your foot on it...." ?
