Worst thing is that it's infecting ignorant speccies. I was reffing an amateur game a couple of weeks back, and a few shoulder charges went in. Penalties given, but as per the guidance for refs, it's just a penalty, and a quick word with the player. These are amateurs, and some of them have been putting in the [legal] big hits for a decade - it takes time to get that out of the system.
But the way the speccies reacted, you'd think the tackler had got out a sword and chopped the target's head off, as oposed to just run into him. Shouts and shrieks of outrage on each occasion, even after the penalty was given. Yet head high tackles (far more dangerous), elicited only the usual "Ooh, that's high", type of standard response.
Let's get a grip. The powers-that-be have decided it's an offence, so fine, it's a penalty. But it's worthy of no more comment or outrage than a clumsy high tackle.
