It would have been Hall's fault for injuring Makinson.

starting a campaign to stop players running too fast because it's 'pretty dangerous' . shouldn't laugh , if the aussies put in a speed limit we'd probably follow them and take even more excitement out of the game.

How could it be intentional?
Hall made a break downfield and the Saints defence was gone. Meli was the last man facing Hall and the HKR player on the wing outside him.
Everyone, including Meli, thought that Hall was going to pass the ball as the guy on the outside would have had a walk in try.
Instead Hall dummied, Meli probably never anticipated that. I didn't watching the TV.
When Hall got to him Meli was off balance, his feet were in the wrong place and so was his body. Meli was beaten, his arm came out instinctively and clattered Hall with a really bad one. It looked dreadful on the TV replays.
It was a bad tackle, a deserved sending off and a pretty decent ban no doubt.

Meli got it wrong, hopelessly so and will pay for it.
