If you are looking at consistency over an individual season then it would have to be your guys team of 06. Irrespective of who you play in the finals and other teams having bad seasons, as a previous poster has stated, you have to beat what is in front of you and St Helens did that playing fast flowing rugby with players at their prime.
The salary cap system is now kicking in and it could be debated whether the standard has improved or declined going on how many games we are losing season on season.
Either way both were/are great sides
