No, Uncle Gary was not able to get all his ducks in a row in time to knock the South Stand down this closed season, so it will be around for the 2011 season... but he has to get them in a row for next year otherwise he might not get a safety certificate for it again! |

I have read all of that you have issued, and see nothing that suggests you can not sit on both panels. I believe it would be inpractical to do so, especially considering you have a different panel for a appeal easier enough, but It does not say that both panels are different.
I think in relation you have got confused with this statment in the rules with regards membership, unless you can throw any more light on it.

Which is not refering to membership, but just to a person in the panel. |

Think you have read too much when I used the term membership. If person on the panel/tribunal makes you feel better use that. However my original point that the people who make the decision to ban someone on a Tuesday do not decide if they are charged in the first place still stands. There was something on this ages ago on Sky about the process when football was reviewing their disciplinary process. |

It doesn't say that - it says a member of the panel, there is nothing here to say the same person who makes the call cannot sit on the panel that judges and hands out the suspensions?
Maybe for clarity they should name the individual who decides which incidents need to go before the panel? |
