That's not the issue. The issue for supporters, I'm sure, is the timing.
Celtic have know their fixture list since the back end of the year, well before the fixtures were actually made public. When the lists are made public, supporters make travel and accomodation arrangements. That Celtic have waited until this point to make the decision, rather than making in back in December, is the sore point and for that there can be few excuses.
Is there an issue that has meant that Rodney Parade has suddenly and unexpectedly become available? Has this move been known about for a while or has it only just been decided? The latter two, IMO, would understandably irritate potential visitors.
