Where is the evidence that Leeds 'chose' to keep Burgess over Scruton?
One was in contract at the time while one was coming out of contract. The one coming out of contract having rejected Leeds' terms to stay was open to offers elsewhere and took the best one available to him in terms of (and I'm only guessing here) 1st grade/starting opportunities, length of contract and remuneration.
If you are correct and Leeds 'chose' Burgess over Scruton then that would be a concern on a footballing front.
In my view it's highly likely that Leeds chose not to compete for his signature once Scruton had rejected their terms much as they had done with Calderwood a couple of seasons earlier.
It's also interesting that Eastwood was secured as his replacement in the role of interchange prop, I wonder how cost effective that move turned out compared to retaining the locally produced potential future England International.

The locally produced future England International (isn't he already one, albeit when England was the dumping ground for players who couldn't make the GB side?) will have been offered what Leeds considered to be his market value.
That someone else decided to pay more than that and he opted to take that offer has nothing to do with what Leeds decided to do with the remaining salary cap available to them.
Unless of course you're suggesting that Leeds offered Scruton an artificially low contract just so they would have room to pay Eastwood?

I was using future England International in the present tense as it were, being comparable with past GB honours, being the ultimate aim beyond club recognition. That Leeds made an offer for Scruton indicates to me that Leeds only chose Burgess once that offer was rejected which was the point I was addressing.

I wouldn't know the thought processes of the club CEO anymore than I suspect you would. What you describe though may (and only may) aptly be applied to the other instance I highlighted from a couple of seasons prior.

| Can we not pretend to be like Warrington for a single page and sign everyone? I've heard as a replacement prop we have signed two lads, one of which is European. The Chinese and Berlin Walls will be arriving at headingley in November to help bolster the pack.
Also after the Wigan game we saw what we could do if we cheated like the Tompkins. So for this reason we are signing Nasty Nick Bateman and Kerry Cantona so add a bit of spice and venom in the back row.

| The broken arm(?) was as nothing compared to the damaged ankle ligaments. Joe 'Chimpy' Busch said it was a career threatening injury. As it turned out he was mistaken and Sterling took out his second Rothman's medal the following season at Parramatta although a shoulder injury at the end of the season pretty much forced Sterling to hang up the boots shortly after.
