I think as others have mentioned the comment about "minimal cost" is probably incorrect. He's under contract to Fev until the end of next season, and when Cas were reportedly interested in Harrison Davide Longo's response was :

Remember, Fev are hell bent on trying to get promotion this year with no Toronto and no Leigh to contend with. It would make little sense to let Harrison go unless the transfer fee was enough to sign someone who was better - and equally it wouldn't make sense for Leeds to spend big money on someone who would initially at least be a fringe player.
