Peacock won his first two winner's rings starting in the Bradford second row. His final win with Bradford came from the starting prop position and he's added another four with Leeds doing the same, so five in total from prop.
In terms of wins as a starting prop the next best after Peacock is Kylie Leuluai with four.
Bailey's five wins have come from one start at prop and four from the bench.

Sorry, I missed the League Leaders reference in the opening comment on this issue.
Including LL's I'm thinking Stuart Fielden would take it with four LL's ('99, '01, '03 and '10) to add to his four winner's rings - 3 starting + 1 bench.

Probably the latter but according to your original criteria Stuart Fielden (unless anyone knows otherwise) appears to come out on top of that 'SL prop' specific table.
Shame that as my original reply (accidentally ignoring LL's) served the one-eyed blue and amber agenda better.

For example the pinnacle of the sport is a GF winners ring, the next would be Challenge Cup winner medal, then World Player of the Year and so on…
So…
GF Ring = 10 points
CC Winners Medal = 8 points
Golden Boot = 7 points
MoS = 6 points
LLS = 5 points
WWC = 5 points
Harry Sunderland = 4 points
Lance Todd = 4 points
Dream Team = 2 points
With this matrix who would be the 'best' prop in SL and come to think of it, who would be the 'best' player?

'" Maybe, and I am coming a little out of left field here, the best way to form an opinion on how good players are is watch them play rather than some mathematical formula.
Utilising this crazy notion over the years I have determined, however much I rate Bailey, and I do, that at their respective peaks Peacock, Fielden and Graham were better players than him but many others in the league were not. At the current stage of their careers I have formulated the opinion that I would rather have Bailey than many other props in the league.
Just in case I am being to weird I will take my calculator to the next game I watch.
