Yes they will be bothered that you're sixteen. They wont let you do it.
No they wont allow you to use your mothers credit card.

Just to let you all know, I rang up Ryan air this morning.
I asked 1) Is it OK if 2 16 year old fly. To which my reply was , That's fine as long as both passengers are 16 years old on the date of the departure.
2) I have book on my mums card, would this also be ok? To which my reply was, Yes thanks fine it doesn't matter who's name it is booked.
To be honest, I don't think the hotel accommodation will mind about us both been 16.
