Just look at the dregs who wander in.

When landlords come in and try to clean these type of pubs up, they are left with empty pubs as the decent folk wouldn't dream of drinking there. So they relax their policy and allow the pond life back, so least their is something in their till.

Once a pub has lost lost its reputation, its very hard to win back.

A pub becomes a dive, down and outers drink in there, smackheads, heads, doleheads etc etc. It shuts down because only smackheads and co. are the custom. It gets new management. It re-opens. The old custom find out their old gaff is back open. They go back in. It's just a vicious circle.

And like BB said. If you stop those type of people going in, you have no custom at all. So you let them back in.
