Regards Buderus and Webb in 2009 our salary cap was £1.8m and the NRL salary cap was AUD$4.1m. The exchange rate was circa £1 = AUD$2.1 so there wasn't much difference in the salary caps and the exchange rate was in favour of Aussie players over here.
Fast forward to 2021 and our salary cap is £2.1m compared to AUD$9.9m and an exchange rate circa £1 = AUD$1.8.
Marquee rule aside Super League just isn't an attractive prospect for top Aussie players any more.
As for the high profile British signings remember that Hetherington managed to persuade players to accept low contracts with the promise of a testimonial down the line for 10 years service. These days testimonials seem to be awarded without any particular loyalty to one club so Hetherington's trump card is less effective and presumably the salary cap is spread more evenly across the squad.
