The benchmark of a top fullback is the ability to be rock solid under the high ball. Added to that ,you need to be a good tackler..
Tompkins is neither of these, he is however a decent stand off and that's the position he should play.

Lynch was called up at least 3 times IIRC, I think he decided to get married instead, another time he decided to go on holiday, and another time he was injured.
So, he has actually receive quite a lot of recognition I always got the impression play for England wasn't really close to his list of ambitions.
