Thats all very true.
Look at it this way - what is the point in having the most successful season in the clubs history this year when for part of next season you already know that your capacity is going to be severely affected (lets be honest, it is...) - much better to tighten the purse now whilst still milking those who lay down and accept the milking as part of being something they call "loyal", and run at 50% of potential until the southstand development is complete
and paid for (by your company not by a local council) and start again after that.
If your business can run at reduced capacity & output while you rebuild (literally) and you're happy with the numbers and more importantly you know that a percentage of your customer base will just keep handing you the money regardless of what you produce, AND that the rest will return when you have something new and shiny to sell to them, then its a great plan and Gary Hetherington is a genius.
