I saw em in the Taps, their costumes looked good but was a joke, they had a sign saying summer slam and kept tw*tting each other over the head with. Got told to calm down but still continued!

One and only time I saw someone dressed as Hitler was in Kikos in Ponte a few years ago. He should have been advised otherwise as he got the kicked out of him.

It doesn't seem to be students. Although there are courses continually held over the Summer and students are allowed to be from the City.
