Interesting. That obviously indicates they've got the stewards in place to do it, but as yet there's no mention of it and it's shown as greyed out on the sales plan. They're leaving it awfully late to announce anything.

Surely they will open it if its needed? The RFL cannot possibly turn people away from a stadium saying its a sell out; when there is half a stand left empty!!It would just be ludicrous....Im sure if needed the Stand Will be open.

Its a cost decision. To open up a whole other area of the ground could easily cost several thousands when policing, stewards, ground staff etc and looked at. where do you draw the line. At the point that they decide to open the upper tier, that first customer will actually cost the RFL thousnads of pounds. A decision needs to be made on how many fans they need to offset the cost of opening up the stand, and whether they would likely get those fans
