That being the case, it will make the big clubs bigger and the small clubs smaller. It's also no incentive to clubs who can't afford to spend the full cap.

If you support Leeds or Wigan it's obviously a good idea. If it's Cas, then not so good.

The full details have not yet been announced by the RFL so how do we know its not all club trained players who will get a dispensation?
