It would be very hard to enforce that rule though in a stadium like wheldon road or belle vue or knowsley road... any ground really where there is a standing section as its to easy to hid behind others out of view...
would be alot easier in a n all seater stadium with cctv and a decent set of stewwards.
(and that it not me having ago about whos getting a stadium first or any of that malakry lol)
