Lewis also painted Catalan as an expansion club which it clearly isn't, in that area of France RL has been played at both amateur and pro level for decades.
What this betrays is that the RFL are desperate to protect the idea of expansion, in the wake of Crusaders crash and Harlequins fragility, Lewis used Catalan as an example to try and strengthen the RFLs now weak position.
So despite the lessons in North Wales it looks as though the Lewis/Wood dream of expansion is as strong as ever.
