I don't understand this theory.
Some clubs will be better at developing talent than others. Just like some clubs are better at recruiting overseas players than others. The best junior talent will continue to be attracted to the clubs with more money. As they are now.
I appreciate the need to improve the UK player pool - but as a way of equalizing the competition ?
