The only way this bid(if true) would come to fruition were if a current tennant(rugby and football) would be to fall behind on rent payments, and also exhausted their 28days warning and still failed to pay. It would allow the council to terminate their current tenancy agreement and enter into a agreement with the person who wants to take control of a lease. They would then pay upfront 400k for a 10yr lease, with an amount of this put aside for pitch renovations.
This bid is a non starter should both clubs remain upto date and do not default on rent oayments. Hope this helps
