How can the councilors have negotiated a secret sale (past tense allready done) and yet it's dream for it to happen.

Either someone in the council or Reactiv has a time machine or your talking out of your bottom again.
Could it be like TA has allready actually explained the possibilty of purchasing the Shay came about when he asked if he could be involved in some way to complete sections of the new stand.
From there with the councils involvement disscussions were instigated about the purchase of the Shay.
Would they have had these disscussions if either party thought the interested party could not even afford a few grand of rent.
Would TA have gone to the Council in the first place if he was known as a bad payer.
Also at what point can these informal disscusions become classed as being secretly undertaken so as to be illegal and councilors lose their jobs, it was in the press months ago that an unknown interested party had come forward.
