From what I can understand of it, its is a system designed to channel more youngsters through the hands of the SL clubs as opposed to Championship development programmes. Thus avoiding fees for talented youngsters from lower division clubs.

If you take a look at RFL policy over the last few years it appears that the majority of legislation is designed to favour the "elite" competition at the expense of all others.
