This "London doesn't count" thing is in its own right deeply stupid and reminds me of Republicans in the US who say similar about voters in big cities (subtext in that case: they're mostly black and brown people so who cares).
Raab of course would do well to pay attention - his 4% majority in his London commuter belt constituency means he is toast if the general election goes anything close to how people voted on Thursday.
