I disagree with this.
The marker needs to put as much pressure on the attacking team as possible. The marker needs to attack the acting half and if they dont get to the acting half they need to attack the potential receiver. The man who should be watching the inside ball is the defender in the position behind the marker.
The marker is key as he is in the best position to rush the other side and force errors.
This tactic changes as the game progreses and the other team become aware of what you are doing and try to thwart it. You then need to change the tactic accordingly.
Pressure is they key.
